I’m Tim, a Senior Account Executive here at ImageSoft. This is my first feature here in the “Tech Talk” newsletter, and when I heard that April’s theme was funding, I had to jump on board. You see, investing and finance are hobbies of mine. Investing your money wisely is your way of getting the most out of life and is a testament to what is important to you.
Like many of you, my most important investment of time and resources is my 5-year-old daughter. I’m continuously trying to keep pace with the world and maximize my returns to ensure I can provide her with a successful future. And, like this last year has taught us, the road to the future can take a sharp, unforeseen turn on a dime. I often ask myself the same questions we all probably do: how can I possibly stay prepared for that?
The truth is that my maneuvers are not very different from the general business practices your agency probably follows to ensure a successful future for your constituents and communities – there’s a certain bucket of budget that I dump into various areas of importance. The differentiators? Believe it or not, the buckets.
When working with my customers, they often reference their “technology and IT” budgets, or something along those lines. I’ll be honest: even as a tech guy, when I hear money being allocated to “technology and IT,” it’s not the first topic I want to explore. It almost sounds like a luxury – “if we have the budget for some new technology, we’ll consider it.” It doesn’t scream “opportunity” or flag my attention as something important. Can I challenge you to reconsider this fund? Can this bucket re-establish one for “Risk Aversion” or “Crisis-Resistant Funding” – now, does this sound more important? Of course! That’s because these are concepts critical to the success of your agency, constituents and community. Of course, many of the technology and IT investments we make go toward risk aversions and crisis-resistant processes, and so I would say it’s justified to maintain the current budget you have for “technology and IT” within this bucket. There are, however, quite a few other categories that now get pooled in and, suddenly, this bucket doesn’t seem very full. I don’t think any of us could rationalize a stagnant budget for “crisis-resistant processes” that isn’t cumulative or, at the very least, replenishable.
In pre-pandemic times, I would encourage you to not give up on hunting for those needle-in-the-haystack grants. But one silver lining of recovering from such a tumultuous 2020 is that there are several sources of government-specific recovery grants now available. There’s the American Rescue Plan Act, which was highlighted in March’s newsletter, and of course CARES funding. Both are worth a healthy investment of your time, as they are specific to helping governments build crisis-resistant plans and will give you the jumpstart funding you need to build a more prepared, solid foundation for the future of government service.

Spring Cleaning for State Agencies: Mobilize
Spring has sprung in the Midwest! The last time we chatted, I couldn’t see hope for our move beyond the feet of snow outside my door. Now I’m writing you from our new house and carefully watching my dog play in 60-degree weather outside. I say “carefully” because of a “signs of Spring” incident we had last night.
Turning off the lights before bed, I heard scuffling alongside our house. Me and our 90-lbs. Rhodesian Ridgeback, Joey, went out to investigate when the fattest raccoon ever was defensively perched on top of our privacy fence, screaming, swatting at and moving toward us. Joey was fearless in protecting his mom and keeping the raccoon on the fence line – away from me. My pursuits were not so strategic.

State CIOs: How Are You Prioritizing Tech Initiatives for 2021?
In many ways, the pandemic’s effects have challenged the long-standing, legacy operations of state governments to finally move the dial on adopting more efficient, accessible and leaner means for communicating with constituents. Now seeking to accommodate both remote staff and a very mobile public, it’s no surprise that among 2021’s State CIO Top 10 Policy and Technology Priorities, provided by the National Association of State Chief Information Officers (NASCIO), were cybersecurity, cloud services and fiscal management.
As reported in a recent Route Fifty article, CIOs are tackling these significant technology changes by developing their policies “to deliver for citizens now, when they need it most, and for years to come.”
